EPC Changes: What Landlords Need to Know
Rental properties in the UK need to be up to EPC score C by 2028. Here's how to improve energy efficiency and avoid costly mistakes.
Changing Legislation
Currently, in 2025, legislation for energy efficiency, comfort and health sets a baseline of EPC ‘E’ rating for all UK rental properties. This means landlords are legally required to make changes to their property to improve the EPC score when it falls below the E grade. However, change is coming.
An update from the UK government has made waves in the rental sector, proposing a new baseline of EPC score C by 2028. This is part of the government’s Warm Homes Plan, aiming to reduce carbon emissions and increase comfort in homes across the UK. This significant jump from score E to C will mean urgency to make energy-efficiency improvements to rented properties.

How can Landlords remain compliant?
In order to remain compliant with UK legislation for rental properties, landlords need an Energy Performance Certificate (EPC) for their property/properties with the score C or above.
What are the options for Landlords?
Possible ways to improve the energy performance of a property might include:
- Draught-proofing your property
- External Wall Insulation
- Cavity Wall Insulation
- Loft Insulation
- Investing in solar PVC panels or a solar battery
- Improving the property’s Ventilation methods
